Wisconsin Government Tax Waste UPDATE: 08/11/2012 Dear Representative Wynn, I see that after a long time of waste the Unemployment Insurance division has at long last stopped wasting millions of taxpayer dollars mailing frivolous letters. To Quote: "To create efficiencies and reduce costs, the direct deposit notice will be discontinued as of 8/13/2012. Visit unemployment.wisconsin.gov or call 800-494-4944 to check if your payment was sent. Check with your financial institution to confirm your payment was deposited." My original video bringing attention to this matter: Video ulr here (2 minutes and 15 seconds) This video was posted just 2 days before I wrote you regarding this matter. Also, I had written and was published in the Janesville Gazette with these concerns. Now, I would like to claim a Governmental Waste Finders Fee. (0.1% of the 1st year savings. I've asked for this in the YouTube video, my original letter to you, and my editorial letter that was published in The Janesville Gazette.). I will of course pay and taxes in connection with this. Thank You! Mark Meacham On 2/29/2012 5:14 PM, Rep.Wynn wrote: Dear Mark, Thanks for bringing to my attention the potential for reducing millions of dollars in waste in state government. Please accept my apologies for my delayed response, part of the fault is with the Unemployment Insurance Division (which lost my original request for more information) and part of the fault is with my office for not properly following up on the request. After reviewing the information you brought to my attention, I agree that your conclusion has the possibility of saving the state millions of dollars. I have brought this to the Unemployment Insurance's attention, and they agree that this has good potential. I am currently working on a number of reforms to the Unemployment Insurance laws in Wisconsin, and I think that this could be something good to include. The Unemployment Insurance Division also asked me to pass along their official response, which is below: "Under Governor Walker's administration, the state of Wisconsin has established a Waste, Fraud and Abuse Task Force to identify and implement efficiencies that will save taxpayer dollars. One of the items forwarded to this council was a recommendation to examine our agency's use of postage. As you noted, we have an opportunity to potentially reduce our expenses and provide agency services more efficiently. "Our Unemployment Insurance division has been examining how we can reduce postal mailings to those claimants who are receiving their benefits by direct deposit. We share your sentiment that these mailings can be greatly reduced without a corresponding reduction in service and we will work to find cost savings in this instance and throughout our agency. "As one example of our desire to provide services more efficiently, more than half of those receiving unemployment insurance over the last year were able to file a weekly claim over the internet, saving thousands of dollars in costs and enabling our employees to assist an increased number of customers customers without increasing staff. "I would encourage you to continue to share your ideas for how this agency and others can continue to better serve Wisconsin taxpayers. We appreciate your input." I will keep this on my radar and see what actions the UI division takes. Again, thank you for contacting me regarding this issue. If there is anything else I can do for you, please do not hesitate to contact me again. Sincerely, Evan Wynn Wisconsin's 43rd Assembly District

No matter where you live in Wisconsin, chances are there is a magical landscape nearby with fresh water glistening on it or running through it. But, some in our Dairy State are concerned that run off from cow manure is harming our lakes, rivers, streams, and groundwater. What if we could not only calm those concerns but we could actually turn this waste into a resource for Wisconsin communities and for farming communities worldwide? What if we could lead the world by innovating sustainable technologies and applications that help to grow one of our state’s most vibrant industries; a solution that unleashes economic development in our rural communities; protects our state’s natural resources with freshwater solutions that are valuable throughout the world and; what if we could do all this at the same time? By finding innovative ways to convert waste into resource we will create jobs in science, technology and manufacturing that put Wisconsinites to work. These state-of-the-art solutions will light up communities throughout our state with clean power and economic development and the products and knowhow developed right here in Wisconsin will light up our exports to countries throughout the world. Imagine creating a network of regional pipelines transporting methane biogas from anaerobic digesters installed at dairies, livestock producers and central collection points to power plants generating low cost electricity for Wisconsin communities; biofuels for trucks and farm vehicles and; ammonium nitrate and organic fertilizers for commercial and retail distribution nationwide. Imagine being at the epicenter of the explosion of freshwater technologies that make every drop of this precious resource count – solutions that are not only valuable for a state like ours that is nearly surrounded by freshwater, but pure gold to communities where freshwater is very hard to find. We see a bright future for Wisconsin and it is powered, in part, by waste.

In April 2006, Norswiss Farms of Rice Lake, WI, a 1,100 cow dairy farm, began the operation of an 848 kW CHP system operating on anaerobic digester gas from cow manure. The CHP system, installed by Microgy, Inc., a subsidiary of Environmental Power Corporation, is driven by a Jenbacher JGS316 GS-BL biogas engine with JW/IC heat recovery to maintain the temperature of the digester tank. The CHP system operates 24/7 and exports all of the generated electricity to the grid. This system will annually generate over 6,500,000 kWh, enough energy for 600+ homes. The anaerobic digester was installed at Norswiss Farms to assist in the reduction of animal waste problems associated with manure disposal on farms, odor reduction and the potential revenue benefit resulting from the sale of electricity. The methane conversion to energy process begins as the cow manure is collected and piped to a heated complete mix anaerobic digester where microbes break down organic material in an environment devoid of oxygen. Within the digester tank, waste decomposes over time into a variety of products, including biogas rich in methane (CH4). The methane is then piped through a scrubber where moisture is removed and the gas is cleaned. The biogas is then sent to the Jenbacher engine where waste heat from the engine's jacket water and intercoolers is sent to a heat exchanger for hot water production that is then piped back to the digester to maintain the 750,000 gallon digester tank in the Thermophilic temperature range (120°F - 140°F). In addition to the cow manure, food waste oils are also used in the digestion process to help balance the gas quality and flow. The retention time of the manure while in the digester averages 20 days. The slurry exiting the digester gets separated; the liquid goes into a nearby lagoon to be used as fertilizer and the fibrous solids and are used for animal bedding. Norswiss Farms is expected to save over $70,000 per year on animal bedding, a by-product of the anaerobic digestion process, additional savings due to increased cow comfort, a decrease in animal mortality and a better overall manure management plan, and revenue earnings from the sale of electricity to the utility grid.
